Guidelines in Organizing a Regional Chapter
A. For a geographic chapter to be organized when initiated by members, at least 5 convenors are required who must be licensed professionals.
B. Three of the five members must come from different institutions to ensure heterogeneity of affiliation, wider reach of members and facilitate dissemination of information.
C. The main task of the convenors is to initiate the organization of the chapter by writing an initial letter to the Board (addressed to the PAP President) of the intention to organize. Such letter shall also include the following:
(i) List of the convenors, their respective organizational affiliations and scanned copy of their unexpired PRC IDs.
(ii) The specific geographical chapter they intend to cover. The list is given below:
Mindanao – 1 . The whole of Davao Region and North Cotabato 2. Rest of Mindanao
Visayas – 1. Negros and Panay 2. Cebu, Bohol, Samar and Leyte
NCR – 1 North and 2 South
Balanced Luzon – 1. Southern Luzon (Bicol chapter) 2. Northern Luzon 3. Central Luzon 4. MIMAROPA and Calabarzon
The PAP secretariat shall then ensure that the convenors are current active regular members of the PAP
D. The PAP Board thru a resolution shall then deliberate and approve/disapprove the initial application. If not approve, the Board shall convey the reasons and possible remedies to be undertaken by the convenors.
E. If the intent to organize is approved, the convenors shall make a call to all PAP members in the area to hold an organizational meeting for the purpose of electing officers among other things. The members present, not less than 50, shall then elect a Chair, Co-Chair, Secretary, Information Officer and other officers as may be determined by the members of the chapter. The convenors group shall be deemed disbanded upon the election of officers.
F. The officers shall schedule and hold a strategic meeting to formulate the VMG that is in accordance with the PAP VMG and outline their intended activities for the whole year.
G. The newly elected officers shall then submit the following documents to PAP:
a. An application letter for the granting of provisional status as PAP geographic chapter
b. Minutes of the organizational meeting identifying the nominated and elected officers
c. Minutes of the strategic meeting stating VMG and planned activities for the year
d. List of at least 50 professional members (PRC licensed number) with their affixed signature.
The Internal Relations Officer shall evaluate the documents submitted and make necessary recommendations for provisional status to the PAP Board when warranted which shall then decide on the application and informing the applicant of its decision. Full status shall be issued after 1 year of provisional status and after ascertaining active engagement of the chapter in serving its members or upon proof of commendable operation without significant issue.
